A 404 every few seconds, forever

The installation I reproduced to understand theirs started up perfectly. It connected to Kafka, connected to Postgres, got a 200 from the search cluster, printed its banner and reported itself running. Then a background thread asked for an index that had never been created and got a 404, every few seconds, forever. Nothing user-facing said a word.
